On the Skout.com website, go to the member's profile page, and scroll to the bottom.  Click the "Block" button and confirm the block.

On the Skout app, view the person’s profile, and tap the “...” menu on the top right of the screen, then “Block."  You may also scroll to the bottom of the profile and tap the "Block" button.  Finally, confirm the block by tapping "Yes, block."
